Our Home’s Story

For over four decades, Pine Grove Nursing Home has been a cornerstone of compassionate care, dedicated to enriching the lives of our residents.

Established in 1982, we have grown into a trusted provider of high-quality senior care, offering skilled nursing, rehabilitation, and specialized services in a warm and supportive environment.

Overlooking the beautiful Wolastoq/Saint John River, our home features scenic gardens, walking paths, and thoughtfully designed spaces that promote comfort and well-being.

With decades of experience in senior care, our administrators ensure that every aspect of our facility operates smoothly. They work closely with staff, families, and community partners to continuously improve our services and maintain the highest standards of care.

Frank Flannagan

BOARD OF DIRECTORS PRESIDENT

Frank is a professional engineer and registered urban planner with over 35 years of experience in engineering, planning, and community development. He has served on the Board of Directors at Pine Grove Nursing Home since 2019, contributing his expertise through roles on the Building & Grounds Committee, Finance Committee, Executive Committee, and as Vice-Chair of the Board.

His professional background includes decades as a consultant throughout Atlantic Canada, Director of Development and Community Services for the City of Fredericton, and lecturer in urban planning at the University of New Brunswick. Frank has been recognized as a Life Member of the Association of Professional Engineers and Geoscientists of New Brunswick and as a Fellow of the Canadian Institute of Planners.

A lifelong resident of Fredericton, Frank has been a dedicated community volunteer, serving on numerous boards and organizations including the United Way, Fredericton Convention Centre, and various provincial and national tennis associations. He is a proud inductee of the Fredericton Sports Wall of Fame, the New Brunswick Tennis Hall of Fame, and the Canadian Tennis Hall of Fame.

Michelle Virtue

ADMINISTRATOR

Michelle brings nearly 30 years of diverse nursing experience to her leadership role at Pine Grove Nursing Home. Her career began as a Licensed Practical Nurse at Pine Grove, and over the years she has taken on progressive roles across the healthcare system, including Registered Nurse in Acute Care with the Regional Health Authority, Administrator of a 100-bed private multi-level care facility, and a role with the Provincial Government in a regulatory capacity. Each chapter of her career has been guided by a deep commitment to compassionate, resident-centered care.

Michelle has a strong passion for long-term care and is known for her ability to lead with empathy, creativity, and a focus on quality of life. She believes in empowering both residents and staff, creating environments where people feel supported, valued, and respected. Her leadership is driven by a desire to reduce the stigma that can surround long-term care and to inspire positive change through thoughtful, innovative approaches.

Today, Michelle is proud to lead the team at Pine Grove. Her clinical expertise, dedication to excellence, and people-first mindset continue to shape a culture of care that puts residents and their families at the heart of every decision.

Keeping Our Residents Safe

  • PGNH is fully compliant with the Nursing Homes Act (2014, C.125), holding a valid license and meeting all regulatory requirements. It maintains proper resident care records, follows health and safety protocols, adheres to financial regulations, and undergoes regular inspections. The facility meets infrastructure standards and ensures proper admission, discharge, and family notification processes, providing a secure and well-regulated environment for its residents.

  • We comply with province-wide directives governing administration, resident services, human resources, and licensing. This includes maintaining financial transparency, ensuring proper staff qualifications, upholding safety and care standards, and meeting all licensing and operational requirements. PGNH undergoes regular inspections, follows directives for reporting and record-keeping, and aligns with best practices for resident care and facility management to ensure compliance with provincial regulations.

  • PGNH follows the Standard Family Contribution Policy by ensuring that residents contribute to the cost of their care based on their financial ability. The facility conducts financial assessments to determine eligibility for subsidies, applying standard contribution rates based on net family income. Residents with limited financial resources receive assistance, while those able to pay contribute accordingly. PGNH ensures compliance with reassessment requirements, subsidy eligibility criteria, and government-approved service costs, maintaining fair and consistent financial support for all residents.
